Summary of problem:

Attempted to initiate transfer of domains j9k.com, experienceartist.org, experienceartist.net, experienceartist.com from Totalnic.net (Capitol Networks) to Godaddy.com. By default, Totalnic domains are locked so the transfer failed. I mailed notarized copies of the _permission to transfer_ form which Totalnic requested to an address in Australia. I mailed one on the first of August, 2002. I mailed a second via registered mail on August 15th, 2002. I have not yet received an email notifying me that my domains have been unlocked.

More importantly, as a result of multiple complaints, Australian Competition and Consumer Commission (ACCC) has opened a case about them. They are now seeking to receive statements from registrants, setting out their experience with TotalNIC and in particular setting out their efforts to have notarised documents sent to the company here in Australia.

        Hello,

I'm attempting to transfer my domains to the registrar godaddy.com

But that registrar has sent me a message (below) that my domains are in a lock or hold status.

        Is this correct?

If so, can you remove the lock or hold status so the domains can be transferred?

        thanks,

        Dear Colin,

A domain name must be in the TotalNIC ICANN system for at least 150 days
after any monetary transaction before a transfer can be allowed. As per your
service agreement with us, if the domain name is within 30 days of the
expiration date, a renewal will be required.

If the domain name meets these requirements, please have the listed
registrant fill out completely and submit the attached form as per the
instructions on the form. As part of our security, we need to confirm that
the registrant is making the request. To do this, we need authorization from
        the listed registrant.

        Hello,

I have sent in a notarized form as you described below.

Please let me know if you have received it (you should have by now--it was mailed last Tuesday), and if you have unlocked my domains so I can proceed with the transfer.

If not I'll have to send you a certified/registered (whatever) type of letter on Monday or Tueday.

        Thanks!

        Hello,

I've attached a copy of the two forms I've mailed in, the first on
August 1, the second on August 15, by registered mail. It is possible
the second has not been received yet, but I thought I'd go ahead and
let you know I've been having trouble getting TotalNic Australia to
respond by standard mail. Perhaps you can tell them to keep an eye out
for my mail/look for the one I already sent.

I'd like my domains unlocked so I can transfer them, preferably by
        tomorrow.

        Thanks,

        Hello,

I need to complete a domain transfer prior to the 08/28, as one of my
domains I wish to transfer is set to expire 09/29

I have sent two notarized forms to the address in Australia, but have
not received any notice that either has been received, even though the
last was sent via registered mail on 08/15. The first was mailed on
        08/01.

I attached scans of these forms to an earlier email, but have not
received a response from that email, so I'm trying again without the
        attachments.

FYI, the address on the form is:
        Capital Networks, PTY LTD
        PO BOX 383
        Dickson, ACT 2602 Australia

        My handle is LEA00001
        My contact email is cleath@ u r e a c h . com.
the domains I need unlocked are j9k.com, experienceartist.org, .net,
        .com

        I've followed your instructions. Twice.
If standard mail doesn't work to handle this type of business, you
need to set up a different procedure.

        thanks for your help.
